Est\u00e1 regulado por el D.S. N\u00b0 011-2022-MC (RIA), espec\u00edficamente en sus art\u00edculos 34 y 35.<\/p>\n\n                <p>Este certificado es requisito indispensable para obtener licencias de construcci\u00f3n, permisos de infraestructura y autorizaciones mineras en zonas donde pueda existir patrimonio cultural prehisp\u00e1nico. PEA<\/span><\/div>\n                    <\/div>\n                <\/div>\n\n                <h3 class=\"ruwark-subsection-title\">La inspecci\u00f3n ocular al terreno<\/h3>\n                <p>La <strong>inspecci\u00f3n ocular<\/strong> es la etapa de campo del tr\u00e1mite CIRAS. El arque\u00f3logo calificador del Ministerio de Cultura visita personalmente el terreno para evaluar en superficie si existen evidencias arqueol\u00f3gicas visibles: cer\u00e1mica, l\u00edticos, muros, terrazas, caminos prehisp\u00e1nicos u otros indicadores.<\/p>\n\n                <p>Durante la inspecci\u00f3n, el especialista recorre el \u00e1rea del proyecto, documenta hallazgos y elabora un informe t\u00e9cnico. El resultado de esta visita determina si se emite el CIRAS o si se recomienda un <a href=\"https:\/\/ruwark.com\/blog\/como-tramitar-pea-ministerio-cultura\/\">Proyecto de Evaluaci\u00f3n Arqueol\u00f3gica (PEA)<\/a> para excavaciones.<\/p>\n\n                <div class=\"ruwark-success-box\">\n                    <span class=\"success-title\">\u2705 Clave para agilizar la inspecci\u00f3n<\/span>\n                    <span class=\"success-text\">Para acelerar la programaci\u00f3n de la inspecci\u00f3n ocular, aseg\u00farate de que el terreno est\u00e9 <strong>accesible y libre de obstrucciones<\/strong>. Proporciona indicaciones claras de acceso y un contacto local que pueda recibir al inspector del MC.<\/span>\n                <\/div>\n            <\/div>\n\n\n            <!-- ===================== SECCI\u00d3N 7: SUBSANACI\u00d3N Y PLAZOS ===================== -->\n            <div class=\"ruwark-section\" id=\"subsanacion-plazos\">\n                <h2 class=\"ruwark-section-title\">7. Esto significa que no pueden surgir observaciones nuevas tras la subsanaci\u00f3n. Si tu expediente es observado, tienes <strong>10 d\u00edas h\u00e1biles<\/strong> para corregir. Vencido el plazo sin respuesta, se deniega el CIRAS.<\/span>\n                <\/div>\n            <\/div>\n\n\n            <!-- ===================== SECCI\u00d3N 8: RESULTADO DEL CIRAS ===================== -->\n            <div class=\"ruwark-section\" id=\"resultado-ciras\">\n                <h2 class=\"ruwark-section-title\">8. Qu\u00e9 sucede despu\u00e9s del CIRAS: \u00e1rbol de decisi\u00f3n<\/h2>\n                <p>El resultado del CIRAS determina el siguiente paso en la cadena de tr\u00e1mites arqueol\u00f3gicos. Si no se encuentran restos, puedes solicitar directamente el <strong>PMAR (Plan de Monitoreo Arqueol\u00f3gico)<\/strong> conforme al Art. 27.12.4 del RIA. Errores frecuentes al tramitar un CIRAS y c\u00f3mo evitarlos<\/h2>\n\n                <div class=\"ruwark-step\">\n                    <div class=\"step-num\">1<\/div>\n                    <div class=\"step-body\">\n                        <span class=\"step-name\">Discrepancia entre nombre del proyecto en plano y memoria<\/span>\n                        <p>El nombre del proyecto en el membrete del plano perim\u00e9trico debe ser <strong>id\u00e9ntico<\/strong> al de la memoria descriptiva. Cualquier diferencia genera observaci\u00f3n autom\u00e1tica.<\/p>\n                    <\/div>\n                <\/div>\n                <div class=\"ruwark-step\">\n                    <div class=\"step-num\">2<\/div>\n                    <div class=\"step-body\">\n                        <span class=\"step-name\">Escalas num\u00e9rica y gr\u00e1fica no concordantes<\/span>\n                        <p>Las escalas del plano deben coincidir. Si la escala num\u00e9rica indica 1:5000, la barra gr\u00e1fica debe reflejar exactamente lo mismo. Este error es causal de devoluci\u00f3n inmediata.<\/p>\n                    <\/div>\n                <\/div>\n                <div class=\"ruwark-step\">\n                    <div class=\"step-num\">3<\/div>\n                    <div class=\"step-body\">\n                        <span class=\"step-name\">\u00c1reas con redondeo (deben tener 4 decimales exactos)<\/span>\n                        <p>Las \u00e1reas en m\u00b2 y hect\u00e1reas deben expresarse con <strong>4 decimales sin redondeo<\/strong>. Ejemplo correcto: 12345.6789 m\u00b2 = 1.2346 ha (sin redondear el cuarto decimal).<\/p>\n                    <\/div>\n                <\/div>\n                <div class=\"ruwark-step\">\n                    <div class=\"step-num\">4<\/div>\n                    <div class=\"step-body\">\n                        <span class=\"step-name\">Falta de esquema de ubicaci\u00f3n o localizaci\u00f3n<\/span>\n                        <p>El plano perim\u00e9trico debe incluir obligatoriamente un <strong>esquema de ubicaci\u00f3n y un esquema de localizaci\u00f3n<\/strong>. Omitir cualquiera de ellos es causal de observaci\u00f3n.<\/p>\n                    <\/div>\n                <\/div>\n                <div class=\"ruwark-step\">\n                    <div class=\"step-num\">5<\/div>\n                    <div class=\"step-body\">\n                        <span class=\"step-name\">Acreditaci\u00f3n de propiedad insuficiente<\/span>\n                        <p>No basta con presentar un contrato simple. La acreditaci\u00f3n debe ser mediante <strong>partida registral vigente, escritura p\u00fablica o resoluci\u00f3n de adjudicaci\u00f3n<\/strong>.
